Crack cocaine and powder cocaine law reformation?

People often talk about the want to reform the laws concerning crack cocaine and powder cocaine so that the laws are less racially biased, i was wondering what do you think should be done? That is what kind of things should be changed or done to make the laws less racially biased/ more fitting of the crime? Should new policies be implemented or what? please discuss in depth.
