My dog got cut from his color on the lower part of his neck, what do i do?

my dog has an electric color for his underground fence and the 2 metal pieces pierced his skin today and he has blood on his fur but wont stop whining. im not sure what to do but ive already disinfected the wound with skin ointment and soapy water. PLEASE HELPPPP!!!!
