If god wants everybody to be happy why does he allow hell to exist?

God is ALL-POWERFUL right? Why did he even create hell or satan? I know satan was originally and angel and he left and started hell and all that but why did god let him? God is clearly not above smiting people/places. Why not just get rid of hell? The alternative was that he needed leverage over humanity to get them to believe him. Prove me wrong
