Would higher ups (management) at work make friends with you?

A manager is the superior of a regular employee. To some arrogant individuas, they think this makes them superior in all aspects and they don't want to socialize with the 'little people'. Other managers just prefer to keep a professional demeanor at work. Did you ever try talking to him outside of work? Was there a big age difference? 10 or more years, that could have an effect as well.
